Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law. 

Transfer Options:

For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

  • This position resides on the Internet Services Administration in the bureau of Software Platforms within the Chief Information Office.
  • Plan and supervise the activities of staff to ensure Internet Service Administration (ISA) duties are performed timely and accurately according to established priorities and division goals/strategies.
  • Direct and supervise staff by communicating objectives and expectations, allocating resources, assigning tasks/projects, reviewing progress/deliverables, and providing constructive feedback.
  • Review and approve required administrative records including, but not limited to, timecards, Time Distribution System (TDS) entries, and telecommuting journals.
  • Prepare and deliver timely and detailed performance reviews.
  • Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
  • Provide staff with training opportunities including, but not limited to, on-the-job training, vendor sponsored events, and formal outside training.
  • Oversee development of staff through knowledge transfer across the team.
  • Lead staff to promote collaboration within the organization.
  • Address personnel and employee performance issues timely and with discretion.
  • Write and maintain system documentation and diagram the infrastructure of entire systems.
  • Collaborate and actively participate with other Chief Information Office (CIO) units to troubleshoot problems within the Office of the State Comptroller (OSC) infrastructure.
  • Support and maintain processes developed to automate, deploy, and/or support services fostered by ISA.
  • Monitor and complete routine health checks of supported software.   
  • Administer software user management for supported applications.
  • Apply security fixes and feature packs at regularly scheduled intervals for all ISA supported software.
  • Create and manage detailed plans used for software upgrades.
  • Manage software initiatives and policies.
  • Oversee software design, installation, configuration, and performance of new software installations as well as upgrades to current systems.
  • Create, modify, maintain scripts and plan, and coordinate the scheduling of scripts.
  • Provide stand-by/on-call support for nightly batch processing, as needed.
  • Ensure nightly batch processing schedules are reviewed.
  • Coordinate problem resolution between teams.
  • Collaborate and communicate with staff/teams across the organization to ensure OSC objectives and customer needs are adequately addressed.
  • Communicate the status of assignments/projects, issues/resolutions, significant decisions, pending matters, and conflicting priorities to management.
  • Provide recommendations to management regarding organizational initiatives. 

Knowledge, Skills & Abilities

  • Demonstrated experience in Operating Systems (More than 2 years to 5 years) including, but not limited to:
    • AIX
    • Linux
    • RedHat
    • Windows
  • Demonstrated experience in supervision.
  • Demonstrated in-depth experience installing and upgrading enterprise application server software.   
  • Demonstrated experience in UNIX shell scripting, PHP, PERL, or JavaScript.
  • Demonstrated experience in analysis, design, and the ability to interact with both technical and business staff, including vendors.
  • Demonstrated experience participating and/or facilitating the design, technical analysis, and implementation of automated systems.
  • Demonstrated experience translating business requirements into technical specifications including flowcharts and technical diagrams.
  • Demonstrated experience with unit testing and facilitating user acceptance testing with business customers.
  • Demonstrated experience with FTP protocols and methodologies, including those specific to Axway’s Secure File Transport.
  • Demonstrated experience troubleshooting enterprise systems and determining where issues exist within system architectures.
  • Demonstrated ability to transfer knowledge associated with technical and time management skills.
  • Demonstrated ability to interact appropriately with users and understand the organizational structure.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
